Who should wear a seat belt in a motor vehicle?

Passengers must be properly secured in a seat belt when traveling in a vehicle that is required by the United States Department of Transportation to be equipped with seat belts. The driver must also be secured in a seat belt when driving a vehicle that is required by the United States Department of Transportation to be equipped with seat belts.
